The catalyst contains a catalyst acting material formed in a solid electrolyte, which is combined to a metal substrate, and thus, a current flows in the solid electrolyte, accordingly this catalyst acting material is maintained at a stationary potential during the hydrogen addition reaction and further a potential is applied to the catalyst.
