SOLUTION: This device is provided with a still picture recording and reproducing means 16 in which when a still picture is recorded, a still picture is recorded in a specific position of a still picture recording area in accordance with final recording position information of a recording position information sector specified by a pointer sector read out from a disk 2, and a still picture recording position information recording and reproducing means 17 in which recording position information of a still picture and the number of times of recording of the recording position information sector are updated and recorded in the same recording position information sector of an other recording position information sector controlling plural recording position information sectors so that the number of times of recording for the recording position information sector does not exceed the maximum number of times of recording, when recording position information is recorded in the other recording position information sector, a pointer sector is updated and recorded to information specifying this recording position information sector.
