description The problem of the conventional technology was to repeatedly encode the same information using many bits in encoding of buffer description information about reference pictures to be used in video predictive encoding. A video predictive encoding device includes: input means to implement input of pictures constituting a video sequence; encoding means which conducts predictive coding of a target picture using, as reference pictures, pictures having been encoded and then reconstructed in the past, to generate compressed picture data; reconstruction means to decode the compressed picture data to reconstruct a reproduced picture; picture storage means to store the reproduced picture as a reference picture for encoding of a subsequent picture; and buffer management means to control the picture storage means, wherein the buffer management means controls the picture storage means, (prior to predictive encoding of the target picture), on the basis of buffer description information BD[k] related to reference pictures which are used in predictive encoding of the target picture, encodes the buffer description information BD[k] with reference to buffer description information BD[m] for a picture different from the target picture, and adds encoded data thereof to the compressed picture data.
