An audio/video capturing device, vehicle mounted device, control centre system, computer program and method

A system 100 of identifying an event comprises capturing audio/video information of a real-world scene at a first time and a second time. An event is detected when a difference between the audio/video information captured at the first and second time is above a threshold value, and metadata describing the event and a unique geographical position of the event are provided over a network. The difference may be the detection of a traffic sign, and the description of the event the content of the sign. The difference may, instead, be the identification of and determination of the occupancy of a parking space. The system may be employed for the identification of a traffic jam, whereby a number of vehicles is detected at the first, second and a third time. A traffic jam being defined if the number of detected vehicles increases. Malfunctioning street furniture, such as a broken traffic light may also be identified, and a repair prioritised. A route to be taken by a vehicle may be updated based upon the event detected by the system. The system may also be used to control a smart city. It is intended that this system will provide access to more up-to-date and accurate mapping and traffic-related information.
