The method involves placing cores on a die, and placing a pre-frame on each of the cores, where each pre-frame receives window joinery (10). A layer of materials (40, 42) is poured to form the panel around the pre-frame in order to integrate the panel with the pre-frame. The core is removed. A shoulder forming a stop is arranged on the core in order to position the pre-frame at height of upper surface of the die of one of faces of a prefabricated panel (12) to obtain a setback (d1). Independent claims are also included for the following: (1) a pre-frame for implementing a method for forming a modular construction panel (2) a prefabricated panel.
