The lower wall of the chamber (1) is inclined to the horizontal surface so as to provide for a slope in the direction of the opening for discharging the powder. The longitudinal axes of the slots (2, 3) are placed in one and the same vertical plane. The mechanism (8) for compacting the powder is comprised of at least two blades (11) arranged symmetrically in relation to the vertical plane in which the longitudinal axes of the slots (2, 3) are placed and provided with a device (12) for their synchronous displacement in the direction to each other. The size of the projection of the edge, of each blade (11) onto the strip (4) should not be less than the width of the strip (4).
