Said device (1) is characterised in that it also comprises a taping means providing, when it is moved during a laying operation, a surface application for each of the two longitudinal sides of the web material (2), located on either side of a fold (2'') formed by the front guiding means (7), respectively against one of the abutting surface strips of the two surfaces (5 and 5'), located on either side of the fold (3'), by means of sliding linear pressure.
