A first arm (168) extends to a first foot (174) and a second arm (170) extends to a second foot (172). At least one of the two arms is pivotably attached to the distal end (164) of the blade portion (156). The first foot and the second foot (174, 172), when configured in a closed position, form a capture element having a center aperture (176) configured to receive a neck of a bone anchor.
