The areas of superposition are removed and the traffic capacity thus made available is assigned to the uncovered areas. If any uncovered areas remain, the number of cells in the reference set of cells is increased and the process repeated. If no uncovered areas between adjacent cells are located, the possibility exists of decreasing the number of cells in the reference set of cells and the process is repeated to check whether the area of competence can be properly covered with a lower number of cells.
