A columnar ceramics 4 in which conductive coating films 3 are separately formed via a discharge gap 2, a pair of main discharge electrode members 5 which face each other and are in contact with the conductive coating films 3 and a barrel-shaped ceramics 8 in which the columnar ceramics 4 is enclosed together with sealing gas 7 are included, and a glass member is enclosed in the barrel-shaped ceramics 8.
