The battery powered vehicle 10 is preferably air dropped from an airborne platform 12 which carries an imaging lidar system 36 to obtain an image of the vehicle 10 and the selected navigational hazard (58). An optical lidar downlink is used to control the submerged underwater manoeuvrable vehicle 10 from the airbrone platform 12. The downlink is pulse space modulated. Command signals 132 are decoded aboard the vehicle 10. Control in speed, heading and depth, as well as command detonation are available using this technique.
