Accordingly the 2nd entity signals to the first its global processing capacity, credit capacity and its consumption law, the 1st entity updates its credit capacity based on the consumption law, with a different cost provided for first and second links of a dedicated channel and where a dedicated channel connects to a shared channel based on a dedicated channel cost plus a shared channel cost. The invention also relates to a corresponding mobile phone system and base station controller using the preceding management method.
