Zusammenfassung:	The winding device has the tape passed over a number of rollers, one of which is a pad-roller, mounted at the end of a pivotted arm. The pad-roller 5' has a centre ball bearing 18 and supports the ring shaped tape roller assembly. This has an outer ring 21 which is separated by a gap 12 from an inner ring 20. The outer ring is supported by an embedded ring 23 of flexible elastomer. This provides a spring action as the tape moves over the surface.
