The electrode plates are connected in parallel, an insulation seal element is provided between every two electrode plates, and a through hole is arranged on the insulation seal element. A temperature sensor is arranged on the electrolytic cell, power joints are arranged on both ends of the electrolytic cell, the power joints are connected with the AC power supply and a double-potential convertor connected with capacitors and a current limiter, and the double-potential convertor converts the alternative current to the direct current. The hydrogen-oxygen generating device has the advantages of low electric energy consumption, reduction of heat loss and environmental protection.
