A plurality of discharging holes which are circumferentially and uniformly distributed are formed in a bottom plate of the charging disc; the feeding disc is provided with a feeding hole, the feeding hole vertically penetrates through the feeding disc, the base is located below the feeding disc, the feeding disc is rotationally installed on the base through a slewing bearing, the base is provided with afeeding channel, the feeding channel vertically penetrates through the base, and the center of the feeding channel is located on the center circle of the feeding hole. And a gear ring is fixedly arranged on the outer circular surface of the feeding disc.
