The device comprises a base, a movable shell, an electromagnetic generation block, a cooling water input pipe and a cooling water output pipe, the inlet interface and the outlet interface are positioned on the upper surface of the movable shell; one ends of the cooling water input pipe and the cooling water output pipe are respectively connected with the inlet interface and the outlet interface; a cooling water cavity and an electromagnetic containing cavity are formed in the electromagnetic generationblock, the cooling water cavity is located on the periphery of the electromagnetic containing cavity, the other end of the cooling water input pipe and the other end of the cooling water output pipeare communicated with the cooling water cavity, and an electromagnetic coil connected with a power source is installed in the electromagnetic containing cavity.
