The rotation operation force smooth and constant damper comprises a base, a rotating shaft and an end cap. An opening is formed in one end of the base, and a shaft hole is formed in the base. The rotating shaft is arranged on the base in a rotating mode, the end cap is arranged on the rotating shaft in a sleeving mode, and the end cap is connected with the opening end of the base for sealing and limiting the axial displacement of the rotating shaft. A cylindrical first damper chamber is arranged in the axial direction in the base to be used as the shaft hole to allow the rotating shaft to rotate in the first damper cavity. One end of the rotating shaft is provided with a rotating core which is used for enabling the rotating shaft to be arranged in the first damper cavity in a rotating mode, the inside of the first damper cavity is coated with a grease layer which enables smooth and constant damping force to be generated between the rotating core and the base, and the portion, placed on the inner side of the end cap, of the rotating shaft is sleeved with a sealing ring which prevents grease of the grease layer from overflowing.
