The photovoltaic panel comprises a transparent fluorine resin film layer, a first thermoplastic resin layer, a solar cell sheet, a second thermoplastic resin layer and a substrate, wherein the transparent fluorine resin film layer, the first thermoplastic resin layer, the solar cell sheet, the second thermoplastic resin layer and the substrate are arranged in sequence. The transparent fluorine resin film layer is adhered with the solar cell sheet through the first thermoplastic resin layer. The substrate is adhered with the solar cell sheet through the second thermoplastic resin layer.
