The intelligent monitoring device comprises a sea-bottom valve and an access door upon the tank wagon, wherein the access door is provided with an access door protective cover; the access door protective cover is internally provided with an opening-and-closing sensor; the sea-bottom valve is provided with a sea-bottom valve protective cover; the sea-bottom valve protective cover is internally provided with an intelligent accelerating transducer for monitoring the opening-and-closing state of the sea-bottom valve protective cover and an intelligent pressure transducer for monitoring the pressure inside the sea-bottom valve cylinder; the opening-and-closing sensor of the access door protective cover as well as the intelligent accelerating transducer and the intelligent pressure transducer upon the sea-bottom valve protective cover are accessed to a wirele
