The device comprises an anaerobic pool, a first anoxia pool, a second anoxia pool, an aerobic pool, precipitation pool, a contact pool and a biomembrane filtration device. The sewage disposal method is to utilize the combined technique of up-flow multiple-layer biomembrane filtration and floating growth so that nitrogen, phosphorus and some less degradable organics can be removed and the color degree can be lowered.
