According to the system, a test control unit is used for sending out a control signal, controlling the switching of a power supply system of the test control unit based on the control signal, and controlling and issuing the control signal to a frequency modulation device unit and a tap switch switching test unit; the tap switch switching test unit is used for switching a tap switch based on the control signal so as to generate a test overvoltage; and the frequency modulation device unit performs frequency modulation action on the test overvoltage based on the control signal so as to simulate the test overvoltage into overvoltage under various working conditions of a converter transformer, and transmits the overvoltage to an on-load tap-changer test object so as to test the overvoltage bearing capability of the on-l
