Comprising the following steps: dissolving a nitrogen-containing complexing agent, a transition metal source compound and a sulfur-containing compound in water or a water-alcohol mixed solvent, and dipping a pretreated platinum-carbon catalyst with a certain platinum content in the solution; the cobalt-sulfur-nitrogen modified platinum-carbon catalyst can be prepared through freeze drying and reduction at a high temperature, a platinum-cobalt intermetallic compound is formed by most of cobalt and platinum nanoparticles in the platinum-carbon catalyst, and sulfur, nitrogen and a small part of cobalt are doped into a carbon carrier.
