According to the method, a carbon powder layer is firstly coated on a GDL microporous layer by adopting blade coating or slit coating, then catalyst slurry is coated on the carbon powder layer to form the cathode and anode gas diffusion electrode, and the prepared gas diffusion electrode is of a four-layer structure comprising a carbon fiber supporting layer, the microporous layer, the carbon powder layer and a catalyst layer, and then the cathode and anode gas diffusion electrodes are arranged on the two sides of the proton exchange membrane to form the membrane electrode through hot pressing, and by utilizing the design of the microporous layer and the carbon powder layer, the loss of the catalyst deposited into the microporous layer in the operation process of the battery is reduced, the utilization rate of the catalyst is improved, and the power performance of the memb
