The invention provides a consolidation pressure-bearing plugging agent and plugging slurry for water-based drilling fluid. The consolidation pressure-bearing plugging agent for the water-based drilling fluid comprises the following components in parts by mass: 30-40 parts of composite rigid particles, 3-5 parts of fiber wool, 40-50 parts of a curing agent, 5-10 parts of a reinforcing agent and 2-3 parts of a retarder, wherein the curing agent comprises magnesium oxide and magnesium sulfate.
