The catalyst comprises a carrier, an active component attached to the carrier and an auxiliary agent. The carrier comprises alkali-resistant granular activated carbon with the particle size range of 0.05-5 mm. The active components comprise ruthenium and other active metals, and the other active metals are selected from one or more of rhodium, platinum, palladium and rhenium. The auxiliary agent is selected from one or more of lithium, copper, cobalt, iron, manganese and cerium, ruthenium in the active component accounts for 0.05%-15% of the mass of the carrier, and other active metals account for 0.05%-3% of the mass of the carrier.
