The method comprises the following steps: establishing a to-be-identified coal mill ash bin model based on historical operation parameters of a double-inlet and double-outlet coal mill, performing identification training on an equation in the coal mill ash bin model based on a differential evolution algorithm, determining a model parameter value in a balance equation, and identifying the ash bin of the coal mill based on the determined model parameter value. Measuring the coal as fired quantity of the double-inlet and double-outlet coal mill by using the coal mill ash bin model; and according to the unit parameters of the double-inlet and double-outlet coal mill, evaluating and verifying the as-fired coal quantity measurement result of the ash bin model of the coal mill.
