The device comprises a data storage module which comprises at least one storage area, and each storage area is used for storing at least one piece of data to be sent; wherein the to-be-sent data comprises at least one of RFID tag identity information, a cable ID, environment temperature data, environment humidity data, cable working parameters and tag record data; the signal receiving module is used for receiving a data reading signal of the reader-writer; the target storage area determining module is used for determining at least one piece of target data according to the data reading signal and identifying at least one target area where the at least one piece of target data is located; and the modulation module is used for modulating the to-be-sent data of the at least one target area into a feedback signal and sending the feed
