The outer ring of the first layer is in interference fit with the inner wall of the pipeline, the inner wall of the pipeline is not damaged, the first layer and the inner wall of the pipeline can be fixedly connected, the inner wall of the pipeline transmits self deformation to the first layer, the first layer generates shear strain and stress due to deformation, and the shear strain and stress enable the first layer to consume energy generated by vibration so as to reduce vibration and noise. The second layer is a mass block which is fixedly connected with the first layer, and inertia force is generated when the pipeline vibrates and reacts on the inner wall of the pipeline so as to reduce vibration and noise.
