The invention discloses a line switching system and method based on flow monitoring, and the method comprises the steps: a management module displays the operation state of a private line network, and sets the parameters of the private line network; the monitoring module monitors the traffic of the private line network and sends the monitored abnormal traffic to the judgment module; the judgment module judges whether the private line network is abnormal or not based on the abnormal flow, and sends a network abnormal signal to the control module if judging that the private line network is abnormal; and the control module receives the network abnormal signal and controls the network equipment to switch the current service flow to other idle links. In the embodiment of the invention, each service module can be flexibly deployed without influencing the original network architecture, and can be used by side-mounted deployment without adopting specific network equipment, network protocols and professional maintenan
