The method comprises the following steps: (1) mixing a carbon material precursor and an oxidizing agent, and pre-oxidizing the obtained mixture to obtain a pre-oxidized product; (2) under the irradiation of microwaves and ultraviolet light, carbonizing and activating the pre-oxidized product and an activating agent in an inert gas atmosphere to obtain a carbonized and activated product; (3) dipping the carbonized and activated product in a soluble metal salt solution, and roasting the obtained dipping product to obtain a metal-doped carbon material; wherein the carbon material precursor is selected from coal chemical liquefaction residues and/or gasification furnace slag.
