Zusammenfassung:	The invention discloses a fastener bolt loosening and tightening device and an operation method. The fastener bolt loosening and tightening device comprises a walking trolley, a loosening and tightening mechanism, a mounting frame, a lifting mechanism, a longitudinal moving mechanism, a bolt detection sensor and an image sensor. The longitudinal moving mechanism comprises a sliding plate and a longitudinal moving driving mechanism with one end connected with the sliding plate and the other end connected with the walking trolley. The elastic mechanism is installed on the installation frame, and the lifting mechanism is connected with the sliding plate and connected with the installation frame below the walking trolley. The sliding plate is movably installed on the walking trolley, and the sliding plate can be driven by the longitudinal movement driving mechanism to longitudinally move relative to the walking trolley. A bolt detection sensor is installed on the walking trolley, and an image sensor is installed
