The method comprises the following steps: determining the capture power of a wind turbine generator and an expression of a rotor speed in a frequency modulation process; calculating effective stored energy of the wind turbine generator according to the wind turbine generator capture power and the rotor speed; calculating an equivalent virtual inertia time constant of the wind turbine generator according to the effective stored energy; when the wind turbine generator finishes frequency modulation and enters a rotating speed recovery stage, setting a power reference value of the rotating speed recovery stage of the wind turbine generator; based on the equivalent virtual inertia time constant and the active power reference value, designing a control strategy of the whole frequency modulation process participated by the wind turbine generator.
