By adding sodium hypochlorite and a phase transfer catalyst into the waste liquid, stink of the organic waste liquid can be effectively removed, pretreatment of organic waste liquid recovery treatment is completed, and possibility is provided for rectification recovery and reutilization of the organic waste liquid. According to the method, recycling of a large amount of waste stink organic waste liquid can be made possible, environmental pollution caused by organic waste liquid treatment can be reduced, the treatment cost can be reduced, and recycling of a waste solvent is facilitated.
