According to the control system, a cascade double-loop control system is adopted, a predictive controller based on fuzzy gain scheduling is adopted in a main loop to serve as a main controller, the input variable of the main controller is regenerative optimization temperature, and the output of the main controller is intermediate point temperature; a proportional-integral controller is adopted in the auxiliary loop to serve as an auxiliary controller, the input quantity of the auxiliary controller is the intermediate point temperature and the feed-forward temperature output by the main controller, and the output quantity of the auxiliary controller is the opening degree of a desuperheating water valve.
