The buffer device is applied to the passive residual heat removal system and comprises a buffer box, which is provided with a pipe opening used for being connected with an outlet pipeline on the shell side of a heat exchanger; and an inlet pipeline which is used for introducing fluid outside the containment into the buffer tank and the outlet pipeline which is used for leading the fluid in the buffer tank out of the containment.
