The system comprises a server, a master console and a mobile control terminal; if the valve controlled by the control instruction is a conventional valve, the master console directly transfers the control instruction of the mobile control terminal to the server; if the valve controlled by the control instruction is a high-risk valve, the master console automatically initiates a control instruction confirmation request to the mobile control terminal, a field maintainer confirms the control instruction through the mobile control terminal, and after the mobile control terminal confirms the control instruction, the master console sends prompt information to require a system administrator to confirm the control instruction from the mobile control terminal; and if the system administrator confirms the control instruction from the mobile control terminal, the master console responds to the control instruction and communicates with the serve
