The device comprises a rocking hanging part, a triangular connecting part, a first connecting part and a second connecting part, wherein one end of the triangular connecting part is movably hinged with the center of the rocking hanging part, and the other two ends of the triangular connecting part are respectively movably hinged with the end part of the first connecting part and the end part of the second connecting part, and two ends of the rocking hanging part are connected with the top of a lane via chains respectively.
