The method comprises the steps: acquiring the vehicle state information of each vehicle under the coverage of a base station, wherein the vehicle state information comprises the size of a traffic information data packet which needs to be uploaded by the vehicle; determining an uploading mode of each vehicle according to the size of the traffic information data packet, wherein if the traffic information data packet is greater than or equal to a preset threshold value, the uploading mode of the vehicle is a direct uploading mode, and if the traffic information data packet is smaller than the preset threshold value, the uploading mode of the vehicle is a clustering uploading mode; and notifying the vehicle of the corresponding uploading mode.
