The method comprises the following steps: S1, mixing a curing composition with engineering residue soil, and uniformly stirring; S2, adding water and uniformly stirring; S3, carrying out compaction and maintenance to form a preliminarily-reinforced soil body; and S4, applying a urease-urea mixed solution to the preliminarily reinforced soil body to form the engineering residue soil pavement base layer. The curing composition comprises an inorganic gel material and magnesium oxide.
