The present invention provides a vehicle controller that can prevent a driver from putting too much trust in vehicle control performed for avoiding danger in response to an abnormality of the driver being detected and also prevent automated driving control of the vehicle from being excessively restricted. The vehicle controller includes a restriction condition satisfaction determining unit (32) and a vehicle control unit (34). The restriction condition satisfaction determining unit (32) is configured to determine whether behavior of a driver satisfies prescribed restriction conditions that are related to driving control of the vehicle (10) and that have not been adopted prior to operation of function of automatically stopping the vehicle (10), wherein function is executed due to not satisfying a driver-related condition for continuing the automated driving control of the vehicle (10). The vehicle control unit (34) is configured to perform the automated driving control of the vehicle (10) only when the behavio
