The invention discloses a frozen soil tension-shear tester, and relates to the technical field of civil engineering. The frozen soil tension-shear tester comprises a low-temperature test cover and aninternal loading device, and a drawing clamp and a shearing clamp are arranged on the loading device; each of a sample I and a sample II comprises a frozen soil sample and a concrete structure block which are in surface contact, and a horizontal tensile force perpendicular to the contact surface of the frozen soil sample and the concrete structure block is applied to the sample I in the drawing clamp through the loading device to finish a drawing test for measuring the tensile strength of a frozen soil-structure interface area; and the loading device is used to apply pressure perpendicular tothe contact surface of the frozen soil sample and the concrete structure block and horizontal shearing force parallel to the contact surface of the frozen soil sample and the concrete structure blockto the sample II in the she
