The resource utilization method comprises the following steps: adding salicylic acid production wastewaterinto a reactor, adding water or not adding water, adding a sulfonating agent, alkali and a catalyst, and adding phenol or not adding phenol; stirring and uniformly mixing, dropwise adding acetone, and carrying out sulfonation reaction; and starting to dropwise add a formaldehyde solution after the sulfonation reaction is finished, preserving heat after dropwise adding is finished, and thus obtaining the concrete water reducing agent or the coal water slurry dispersing agent after heat preservation is finished.
