The present invention discloses a cotton color and luster degree detection device and method based on machine vision. The device comprises a pneumatic device arranged at the top of a cotton sample anda light-transmitting glass plate located at the bottom of the cotton sample, a CCD camera is arranged at the bottom of the light-transmitting glass plate, the CCD camera and the light-transmitting glass plate are provided with light supplementing light sources, and the CCD camera is connected with a data acquisition card. The data acquisition card is connected with a computer which is further connected with a pneumatic device.
