A dry double-shaft inward-turned excrement and urine collecting device includes a shell body and an excrement and urine collecting device positioned in lower end of said shell body, in which the interior of said shell body is equipped with a pair of inward-turning wheels which are connected with driving device; under the inward-turning wheels, an opening and closing valve is placed, and at two sides over the inward-turning wheels; the guide rollers are respectively allocated, and the band-like lining films respectively correspondent to the guide rollers are placed at two sides of lower portion of said box body. It can be made into water-closet type and squatting closet type. The band-like lining film is degradable, and favourable for collecting and treating excrement and urine, and can reduce secondary pollution.
