The invention discloses a tracer water exploration and segmented water control system and method. The tracer water exploration and segmented water control system comprises a tracer water exploration tubular column and a segmented water control tubular column arranged inside the tracer water exploration tubular column. The tracer water exploration tubular column comprises a plurality of expansion packers used for dividing a reservoir of a horizontal well into a plurality of water control sections, and tracer agent screen tubes used for obtaining oil and water information of each water control section.
