The method comprises the steps of determining a well pattern mining period according to parameters of an oil reservoir where a well pattern is located and production parameters of water injection wells and oil production wells in the well pattern; alternately executing the following steps in any two adjacent well pattern exploitation periods until the oil reservoir where the well pattern is located reaches the set water content, specifically, exploiting the plurality of oil production wells at a first oil extraction layerposition, and injecting water into the water injection wells at a second oil extraction layer position; and mining the multiple oil production wells of the second oil extraction layer position, and injecting water into the water injection wells of the first oil extraction layer position.
