The mechanism comprises a mounting base, a pin shaft type tension sensor, a tension measurement plate, a hydraulic motor, a winch speed reducer and a winding drum shaft, wherein a bearing is arranged between the mounting seat and the winding drum shaft; axial displacement of two ends of the bearing is limited by abearing inner retainer ring and a bearing outer retainer ring; sealing rings are arranged in the mounting seat and the bearing outer retainer ring; the hydraulic motor is directly in butt joint with the winch speed reducer; a winch speed reducer rotor is in bolted connection with the winding drum shaft; and a winch speed reducer stator is in bolted connection with the tension measurement plate; asupporting area of the pin shaft type tension sensor is positioned on mounting holes of a sensor seat and the mounting seat; and a bearing area is positioned on a stress hole of the tension measurement plate.
