In order to prepare black titanium with excellent performance under mild conditions, the invention provides the method for preparing black titanium dioxide by a low-temperature liquid-phase hydrothermal reduction method. The disclosed method comprises the following steps: mixing orthotitanic acid gel with a reducing agent, adding a NaOH solution into the mixture until the pH value of the system is 9-12,uniformly stirring the mixture, and carrying out a hydrothermal reaction; and washing and drying a sample after the hydrothermal reaction to obtain black titanium dioxide.
