The invention discloses a floating rolling brush, which is applied to a sweeper. The floating rolling brush comprises a fixed bracket and a floating bracket, wherein the floating bracket is of a hollow arc-shaped structure and a rectangular face open design; and the fixed bracket and the floating bracket are connected through a bag-shaped soft body with openings in the two ends. The invention alsodiscloses a sweeper, which uses the floating rolling brush disclosed by the invention.
