The non-hazardous treatment method comprises the following steps: confirming physical and chemical properties of the hazardous solid wastes; confirming hazardous factors of the hazardous solid wastes; crushing the hazardous solid wastes; adding a curing agent into the crushed hazardous solid wastes to cure the crushed hazardous solid wastes to obtain a cured product; modeling and airing; detecting whether the hazardous factor contents or the components of the cured product after airing reaches an emission standard or not, and if yes, then discharging or recycling the cured product; and if no, returning to treatment until the cured product can be discharged.
